Le Chef de l’Etat, source de toute autorité. Dans un Etat, il n’existe aucune autorité, pas même judiciaire qui ne soit conférée et maintenue par le Chef de l’Etat, disait Charles De Gaulle. Pourquoi certaines décisions du Chef de l’Etat, première autorité administrative du pays, ne sont-elles pas exécutées ? Les différents soubresauts politiques qui ont failli emporter le système politique congolais ont-ils érodé le pouvoir administratif du Chef de l’Etat ? C’est en cherchant les réponses à ce questionnement que nous nous sommes investi à décrypter les différentes surfaces de supervisions reconnues au Chef de l’Etat au regard des vicissitudes politiques générées par des aménagements politiques issus des tractations ou mieux des conciliabules politiques. En effet, les décrets et les ordonnances du Chef de l’Etat sont parfois restés lettres mortes alors que la situation sur le terrain était préoccupante. Aussi curieux que cela puisse paraître, le multipartisme accompagné de l’arrivée sur la scène des opposants politiques a, certes imposé la désarticulation de l’ordonnancement politique, sans pour autant réduire la surface de supervision du Chef de l’Etat.
